Working with the Dutch Government to build and maintain a critical link in Europe's high-speed rail network
The Netherlands needed a high-speed rail link to connect its major cities and Schiphol Airport to the growing European high-speed network, boosting economic development and addressing capacity constraints on the existing system.
In 2001, the Ministry of Transport awarded the contract to the Infraspeed consortium - comprising Invesis (10.5%), Infrared (43%), Innisfree (43%) and Fluor Infrastructure (3.5%) - under a 25-year concession. The consortium designed and built the superstructure over five years (2001-2006) and has maintained it since. Construction was delivered by a joint venture of BAM Infra (43%), Siemens (46%) and Fluor (11%), with maintenance provided by BAM Rail and Siemens.
On completion of construction, the Dutch State began making availability-based performance payments independent of traffic levels - aligning long-term incentives with the quality of rail availability for operators and passengers. The concession runs until 2031.
