The N11 Arklow to Rathnew PPP delivers 16.5km of new dual carriageway in County Wicklow alongside a grade-separated junction at Newlands Cross on the N7. As sole investor, Invesis worked with BAM Civil to design, build, finance, operate and maintain the scheme under a 25-year availability-based contract, with construction completed in November 2015.

The N11 corridor between Arklow and Rathnew had been identified as a priority for improvement on Ireland's east coast road network, with the existing single carriageway creating safety risks and limiting connectivity for communities in County Wicklow.
In 2013, Transport Infrastructure Ireland selected Invesis as sole investor under a 25-year PPP contract. BAM Civil delivered construction and provides ongoing maintenance. The project covers four sections: 16.5km of new dual carriageway between Arklow and Rathnew, operation and maintenance of 30km of the existing M11, a new service area north of Gorey and the N7 Newlands Cross grade-separated flyover. Construction was completed in November 2015.
The payment mechanism is entirely availability-based with no tolls, aligning Invesis's commercial incentives directly with road quality throughout the concession. Handback to TII is due in August 2040.
