N31 Dual Carriageway
The N31 Waldwei in Friesland was upgraded from single to dual carriageway over 13km to address an urgent road safety crisis. Invesis led the Waldwei.com consortium to open the route in January 2008, and managed the concession for 20 years until handback in 2023 - marking only the second Dutch DBFM project to complete its full lifecycle and return to Rijkswaterstaat.

Delivering and maintaining the N31 Waldwei through its full 20-year concession - and handing it back to Rijkswaterstaat
The N31 road in Friesland between Drachten and Leeuwarden had been identified as urgently requiring upgrading to dual carriageway following a serious number of accidents on the route. A DBFM contract was awarded to address the safety crisis while ensuring long-term maintenance quality.
Rijkswaterstaat awarded the contract to the Waldwei.com consortium - comprising Invesis (66.7%) and Dura Vermeer (33.3%) - in 2003. A joint venture of BAM Infra, Ballast Nedam and Dura Vermeer delivered construction, which included an aqueduct at the Hempenser Wielen and replacement of the Fonejachtbrug with two new bridges, alongside the widening of 13km to 2x2 lanes. The road opened in January 2008.
In 2023, Invesis completed the full 20-year concession and handed the N31 back to Rijkswaterstaat - only the second Dutch PPP to reach this milestone. Many of the original project team were still involved at handback, reflecting the long-term relationships at the heart of Invesis's approach.
