Working with Midlothian Council to deliver a modern community campus from the ground up
Midlothian Council sought a partner to deliver a modern community campus providing high-quality learning and community facilities on a new greenfield site. A 30-year PFI contract was awarded in 2002, with BAM Construction completing the campus within 24 months through an early works agreement that allowed a site start ahead of Financial Close.
The campus opened in October 2003, delivered on time and on budget. BAM FM provides ongoing facilities management across the concession.
Invesis was the original sole investor, subsequently transferring its equity stake while continuing as SPV manager - providing oversight, performance management and long-term governance on behalf of the project company. This continuity of management reflects Invesis's commitment to the communities and clients it serves well beyond the initial investment phase. Handback to Midlothian Council is due in October 2033.
