Bremervorde Prison delivers a modern custodial facility for the State of Lower Saxony, replacing ageing prisons with a purpose-built complex that supports rehabilitation alongside security. The 23,240m2 facility was delivered on time and on budget in December 2012 and won a national PPP Innovation Award for its security design. The project delivers 5% lifetime cost savings compared to conventional procurement.

Partnering with the State of Lower Saxony to deliver a modern, rehabilitation-focused detention facility
The State of Lower Saxony needed to replace ageing prisons where renovation costs had become uneconomic. A 25-year PPP contract was awarded to deliver a new, purpose-built facility combining modern security with a comprehensive range of rehabilitation services.
In 2010, the Ministry of Justice selected Invesis as sole investor. BAM Deutschland (now ZECH Hochbau AG) delivered the 23,240 m2 complex - comprising two cellblocks, an administration building, a sports hall and a manufacturing workshop - on time and on budget. ZECH Facility Management provides FM services throughout the concession.
The full scope of non-custodial services is delivered through the concession - including cleaning, catering, healthcare, social care, perimeter security and an inmate shop - alongside 135 manufacturing places for inmates supporting rehabilitation and reintegration. The project won the national PPP Innovation Award 2012 for its security design. Handback is due in 2037.
