Beveren Prison is a modern 312-bed detention facility in Flanders, commissioned by the Belgium Buildings Agency as part of the Government's 2008 Masterplan for Detention in Humane Conditions. Awarded to Invesis alongside the Dendermonde project in 2011, it was delivered on time and within budget and has been in successful operation since January 2014.

Working with the Belgium Buildings Agency to deliver a modern, humane detention facility in Beveren

Belgium's 2008 Masterplan for Detention and Internment in Humane Conditions set out a programme to replace ageing prison infrastructure with modern, purpose-built facilities. In 2011, the Belgium Buildings Agency awarded two contracts to Invesis simultaneously - Beveren (312 beds) and Dendermonde (444 beds) - marking a significant step forward in Belgium's PPP prison programme.

Invesis was appointed as sole investor under a 25-year DBFM contract, with construction delivered by a joint venture of Interbuild and Galere and BAM FM providing facilities management. Construction was completed in January 2014 - on time and on budget.

The facility was designed around the principle of humane detention, with a courtroom, visitors area, reception, administrative offices and a central prison building containing 300 cells. A logistics building houses kitchen, laundry and workshop facilities alongside an outdoor sports area. A 300kWp PV installation, cogeneration unit and low-temperature heating embed sustainability into the facility's long-term operation.

Sustainability

Reducing energy use and embedding sustainability across a 25-year concession in Beveren

  • A 300kWp photovoltaic installation comprising 1,256 solar panels generates clean electricity across the facility, reducing grid dependency and carbon emissions.
  • A cogeneration unit simultaneously produces heat and electricity from a single energy source, improving overall energy efficiency across the site.
  • Low-temperature heating throughout the building reduces energy consumption while maintaining comfortable conditions for detainees and staff.
  • The facility was designed and built to the Belgian Government's philosophy of humane detention - with natural light, purposeful spaces and facilities that support rehabilitation and the long-term wellbeing of inmates.
