The background

The A8 Motorway is a major German transit route that crosses the south-eastern part of the Free State of Bavaria. It is part of the Trans-European Transport Network that connects Germany with Austria and was the first of four pilot projects under the federal government’s A-model program, involving the widening of heavily congested motorways.  

In 2007, the Federal Ministry of Transport represented by Die Autobahn des Bundes GmbH, awarded the Autobahnplus A8 GmbH consortium – comprising Invesis, MID INFRA SAS and Berger Bau SE – the PPP contract to design, build, finance, maintain and operate (DBFMO) the concession. The project involved the widening of a 37-kilometre-long section of the A8 motorway from 2×2 lanes to 2×3 lanes and emergency lanes. 

 The A8 was originally constructed over 80 years ago and is one of the oldest autobahn routes in Germany. Expansion of the motorway was necessary to improve safety, the efficiency of the road and facilitate the growing number of vehicles.  

 Due to the life cycle approach of the PPP model, and excellent relationships built between the client and Autobahnplus A8 GmbH consortium, the project was delivered in immaculate condition.

Business value

The project was procured at a time when the PPP market in Germany was still in its infancy. By partnering with the Autobahnplus A8 GmbH consortium, the client worked with an experienced partner who provided a solid financing concept and sustainable construction and operation services. 

The A8 Motorway became operational in 2010 and due to the PPP model, the A8 is now a high-quality motorway that alleviates congestion, has boosted the economy and reduced road traffic accidents.   

Recently, a mid-term celebration was held to commemorate 15 years of successful partnership, bringing together various stakeholders, government officials, council representatives and partners. The milestone is testament to the positive relationships formed over the years between the client, consortia and our maintenance contractors.
