The background

School infrastructure in Flanders (northern region of Belgium) has suffered from decades of structural underinvestment, resulting in old and outdated school infrastructure that no longer meets current standards.  

 A new programme by the Flemish Government will see 42 schools built or renovated under a PPP contract to design, build, finance and maintain (DBFM), to expand capacity for additional places and to guarantee the multifunctionality of new school buildings for the public.  

An Invesis and Alheembouw consortium, named ABC 02, were selected in 2022 to deliver Egied Van Broeckhoven School in Molenbeek-Saint-Jean, marking a major milestone being the first project of the Flemish Government’s DBFM school’s programme. 

Molenbeek-Saint-Jean, is one of the most deprived districts of the Brussels region, with a growing population and a high youth unemployment rate. By partnering with the ABC 02 consortium, the Flemish Government will successfully deliver a new school that will enhance the learning experience of students and equip them with the skills they need for future employment.

Egied Van Broeckhoven School is Invesis’ first project as an investor developer. When considering potential medium-sized EPC (Engineering, Procurement and Construction) partners, Invesis analysed their experience with school projects, approach to partnering, financial capacity, and quality of local contacts through their successful delivery of previous projects.  

Based on this process, Invesis and Alheembouw came to an agreement to form a partnership to act as the consortium for this specific project, thereby complementing Invesis’ PPP knowledge and experience with Alheembouw’s construction expertise and know-how, especially of educational buildings.

By partnering with the ABC 02 consortium, the client will work with a consistent team throughout the entire lifecycle of the project who have the capability, experience and expertise to deliver a high-quality educational asset on behalf of the Flemish Government.
