The background

Prisons in Belgium have become overcrowded in recent years due to an increase in incarcerations, as a result, investment in infrastructure was required to tackle capacity issues. To improve prison facilities and address overpopulation, the Belgium Buildings Agency (Regie der Gebouwen/Régie des Bâtiments) delivered a new prison in Dendemonde near Antwerp Belgium, which will accommodate 444 inmates.

Prompt delivery of the assets was crucial as Dendermonde Prison was urgently needed to improve the quality of prison facilities and prevent overcrowding. The Belgium Buildings Agency desired a trusted partner with the expertise to smoothly deliver the project without any major delays.

In 2020, Invesis was awarded the PPP contract to build, design, finance and maintain (DBFM) the prison and despite the impact of the Coronavirus pandemic, Dendermonde prison was delivered on time and in a condition which meets the terms of the PPP contract.

The concept of the prison is based on a humane view of detention, with an aim to prepare detainees for reintegration into society. Dendermonde prison is in line with the Belgian Government’s 2008 masterplan for Detention and Internment in Humane Conditions, which entails the construction of new prisons and the renovation of existing facilities.

Construction of Dendermonde Prison began during the height of the coronavirus pandemic, which inevitably lead to minor supply chain delays. Nevertheless, our Invesis experts worked cohesively with the client and our development partners to find desirable solutions and to ensure that all parties’ interests were met. 

Due to the lifecycle approach of the PPP model, Dendermonde prison was delivered on time with no major delays and will be maintained to a high standard for a period of 25 years.  

Dendermonde prison, which is centered around livability and sustainability, is now a high quality, fully operational asset. Its innovative design, facilities and spacious grounds will help enhance the detention process and prepare inmates for reintegration into society.

By using the PPP contract approach and partnering with Invesis, the project;

  • was constructed by our selected development partners using sustainable and low-maintenance materials, creating an energy-efficient building. For instance, a total of 774 solar panels were installed on the roofs, accounting for 290.25-Kilowatt peak
