A9 Road
Connecting communities through sustainable road infrastructure in Germany.
To address increasing traffic volumes and improve road efficiency, 46.5km of the BAB A9 Federal Motorway, in Germany, was widened from four to six lanes. Upgrading the BAB A9 was essential as the road extension is part of the Trans-European Network (TEN), connecting Berlin and Munich via Leipzig and Nuremberg. Therefore, the A9 plays a vital role in the transportation of goods and services to local communities and beyond.
The project was delivered in 2011 through a public-private partnership in cooperation with the Federal State and the Stata of Thuringia, both represented by DEGES and Via Gateway Thüringen as private partners.

The innovation
A three-year competitive procurement process began in 2016 to find an experienced investor with a suitable, feasible and solid financing concept, which offered sufficient risk allocation and sustainable construction and operation services.
At the time, PPP projects were relatively new within Germany. Therefore, an experienced partner who offered the best financial solution and had the capabilities to deliver alongside working with reputable construction partners was desirable.
In 2009, an Invesis and VINCI Concessions consortium was awarded the contract to design, build, finance and provide heavy maintenance for the N A9 Federal Motorway. Invesis provided 50% equity and will maintain the project for a 20-year period.

The solution
The A9 Motorway project was the first successful implementation of an availability model contract in Germany, and the second project to be procured under the second A-model program, involving the widening of certain heavily congested German motorways.
A specific feature of the A9 is the payment of remunerations by the Contract Awarding Agency, according to the availability of the motorway and independently from the traffic volumes (availability fee).
One of Germany’s leading civil engineering companies – Wayss & Freytag Ingenieurbau, in cooperation with Eurovia – a French construction company, were appointed by the Invesis – VINCI Concessions consortium to carry out construction activities. Operational and heavy maintenance services are being carried out by the consortium for a period of 20 years.
The long-term success of the motorway will be achieved by maintaining the road’s condition of appearance and performance throughout the lifecycle of the project. To accomplish this, the client and our partners work with a consistent team who are there every step of the way, operating with transparency.
