The background

The Brandenburg State Parliament building no longer met current standards and the requirements of a modern government. Therefore, citizen’s and political decision makers voted to construct a new parliament building on the historic site of the city palace, which was demolished in 1959 due to heavy bombing in World War 2. The vote passed in May 2005 to give the city of Potsdam’s old market square a new lease of life through the construction of a new parliament building.

The Federal State of Brandenburg required an ecological building with state-of-the-art facilities and high-end building technology. However, the structure had to pay homage to the original city palace. A trusted partner with expertise in developing concessions while preserving their historical significance was desired.

In 2009, the Federal State of Brandenburg represented by the Ministry of Finance, awarded Invesis the PPP contract to design build, finance, maintain and operate Brandenburg’s parliament building.

Business value

The Federal State of Brandenburg required an experienced partner with a suitable, feasible and solid financing solution. Due to the complex nature of the project, efficient project management and stakeholder coordination was crucial.  

Invesis worked cohesively with our selected designer and construction partners throughout the bidding and construction phase to conserve the surviving facade and embed baroque architecture into the design of the structure. Renowned architect Professor Peter Kulka was appointed to design the iconic parliament building, who specialises in restoring and adapting historic buildings. 

The 19,000 m2 building has been operational since 2013 and is used by members of parliament of the federal state of Brandenburg. By partnering with Invesis, the client received a high-quality asset that provides members of parliament with efficient, modern workspaces.
