The background

The N7 junction at Newlands Cross in Dublin was a notorious traffic bottleneck. An estimated 80,000 vehicles passed through Newlands Cross every day and due to poor transport links to and from Dublin, motorists faced significant congestion. To boost the economy and make tailbacks a thing of the past, Transport Infrastructure Ireland sought an experienced partner to deliver the N11 Arklow Rathnew PPP project.  

In 2013, Invesis was awarded the PPP contract to design, build, finance, maintain and operate (DBFMO) the project. The N11 Arklow Rathnew PPP project comprised of four sections – the design, construction, operation and maintenance of approximately 16.5km of dual carriageway in the administrative area of Wicklow County Council, the operation and maintenance of an additional 30km section of the existing M11 route (Arklow-Gorey and Arklow Bypass), the design and construction of a service area north of Gorey and the construction, operation and maintenance of the N7 Newlands Cross junction to an overpass grade-separated junction.  

The N7/N11 Arklow Rathnew PPP project has been operational since 2015 bringing relief to thousands of road users and local businesses. By partnering with Invesis, Transport Infrastructure Ireland were able to successfully deliver the road network during a challenging economic period, leading to significant improvements to safety, reduced journey times and better connectivity to other major cities.

Prior to winning the PPP contract, Invesis had a strong presence within the Irish market and an existing relationship with Transport Infrastructure Ireland as we were delivering two other concessions on their behalf, the Schools PPP Programme – Bundle 3 and M1 Dundalk–Western bypass.   

Due to the lifecycle approach of the PPP contract and excellent relationships built between the client and Invesis, Transport Infrastructure Ireland received a high-quality asset that has boosted the economy and improved connectivity for local businesses.  

The project has been operational for 8 years and Invesis continues to work closely with the client and our partners to deliver a range of maintenance services to ensure the road is maintained to a high standard that meets the terms of the PPP contract.

  • was delivered 7 weeks ahead of schedule  
  • generated approximately 1,200 local jobs during the construction phase  
  • won ‘Engineering Project of the Year’ at the CMG Irish Building and Design Awards in 2016
