The background

Cheshire Police Authority required efficient and modern facilities due to changes in policing and a desire to improve the service level provided to the public. The challenges of the modern-day criminal justice system demand that Britain’s police forces have the best technology, equipment, and facilities to enable them to deliver the most effective service to local communities. 

At the time, the Cheshire Policing departments were scattered throughout the area, which fuelled the authority’s decision to replace the existing facilities with a modern, state of the art building, which housed all the existing departments on to one site. 

In 2002, Invesis were awarded the PFI contract to design, build, finance and maintain the Cheshire Constabulary Headquarters and Force Training Centre, in Cheshire Northwest, England UK. The 23,000 m2 premises accommodates over 1,000 personnel in more than 50 different departments.

During the bidding phase, Invesis and our construction partners engaged in an extensive consultation and design exercise involving the Police Authority, the Constabulary, various planning bodies, end-users, and members of the public. In doing so, the design brief was optimised to develop facilities that accommodated a wide range of specialised services.  

The main building which houses the Police Authority, various operational, administrative and specialist departments, was constructed utilising innovative building solutions to erect the building quickly and efficiently. The Headquarters and Force Training Centre was central to the development of a more efficient policing service, where communication, co-operation and effectiveness could be improved economically. 

By partnering with Invesis, the complex with its improved facilities and working environment, enables the Authority to deliver a responsive policing service, and set policing efficiency targets that will benefit the people of Cheshire for decades to come.

  • was delivered on time and in immaculate condition, providing 230,000 sq ft [21,390 sq m] of office space to accommodate over 900 personnel 
  • was transformed into a state-of-the-art police headquarters and training centre which operates 24 hours a day, 365 days a year 
  • successfully installed EV Charging points in 2022 to power the electric patrol vehicles and reduce costs
