The background

In 2010, the state of Lower Saxony, represented by the Ministry of Justice awarded Invesis the PPP contract to design, build, finance and maintain Bremervörde Prison. The state-of-the-art custodial facility was required to address overcrowding and to concentrate some of the state’s former prisons in one central location near the town of Bremervörde 

At the time, Bremervörde a town in the north of the district of Rotenburg in Lower Saxony, Germany, had a population of around 19,000 inhabitants. By situating the prison near the town’s centre, new jobs have been created throughout the construction and operational phase which has aided the development of the local economy.  

The construction of Bremervörde Prison was a significant investment for the state of Lower Saxony, as the facilities substantially improved the conditions for prisoners and provided a safer and more secure environment for both staff and inmates.

Business value

The state of Lower Saxony aimed to deliver an asset with bright and open architecture that forms the basis of humane detention without neglecting safety requirements. Invesis appointed Plan2 to design the prison, a leading architect in custodial buildings in Germany, who utilised materials and colours to create an interesting environment for staff and prisoners.  

By partnering with Invesis, the state of Lower Saxony were able to successfully deliver an innovative prison with modern facilities that enhance the detention process and prepare inmates for reintegration into society. 

Bremervörde Prison has been operational for 10 years and Invesis continues to work closely with the client in conjunction with our selected partners, to deliver a range of managed services to ensure the prison is maintained to a high standard.

Key features

By using the PPP model and partnering with Invesis, the project…  

  • was installed with a high-tech combined heat and power unit to reduce energy lifecycle costs 
  • won the Innovation PPP award in 2012 for the Security category due to the asset’s state-of-the-art security systems 
  • was constructed by our selected partners BAM Deutschland (part of the ZECH group since September 2021), who had comprehensive experience in building prisons and understood the requirements and challenges involved
