The background

The federal highway B12 in eastern Germany, connecting Munich to the A3 motorway near the Czech border, had reached capacity and was associated with a high number of accidents and significant congestion. To improve traffic flow and enhance the wider road network, the Federal Republic of Germany, represented by Die Autobahn GmbH des Bundes, sought to deliver the A94 Autobahn. 

The A94 Autobahn plays a central role in connecting south-eastern Bavaria to Munich and forms part of the Trans-European Transport Network (TEN-T). In 2016, the Isentalautobahn GmbH & Co. KG consortium – comprising Invesis, Berger Bau and Eiffage – was awarded the PPP contract to design, build, finance, operate and maintain a 77 km section of the A94 between Forstinning (near Munich) and Marktl. 

The project included 33 km of new four-lane motorway construction with hard shoulders between Pastetten and Heldenstein, as well as the development of four junctions and two rest areas. Completed in 2019, the A94 has significantly improved connectivity and performance across the regional road network.

Business value

The A94 motorway was the fourth of eight projects procured under the German Ministry of Transport’s second PPP programme. At the time, Invesis had an established presence in the German market, supporting the delivery of multiple PPP projects on behalf of the Ministry.  

By partnering with the Isentalautobahn GmbH & Co. KG consortium, the client benefited from a trusted delivery partner with proven experience in German road infrastructure concessions, alongside an economically efficient financing solution. 

The project route passed through ecologically sensitive areas, including habitats protected under nature conservation legislation (“FFH areas”). To minimise environmental impact, the design incorporated comprehensive protection measures across both construction and operational phases, supported by a range of specialised engineering solutions to safeguard local flora and fauna.

Key features

By using PPP approach and partnering with the Isentalautobahn GmbH & Co. KG consortium, the project…  

  • was delivered ahead of schedule and within the client’s budget 
  • was equipped with around 22 kilometres of noise protection barriers to reduce noise pollution  
  • was designed with a noise-reducing road surface on two-thirds of the A94 motorway 

Former Federal Minister Andreas Scheuer, Member of the German Bundestag, described the project as “a huge gain for Passau, south-eastern Bavaria, and the whole of Bavaria,” highlighting its role in increasing road capacity while reducing noise and emissions for local communities.
