The Hague \u2014 Rijnstraat 8, the transformed government office in The Hague, was officially opened on 1 November by His Majesty Willem-Alexander, King of the Netherlands.<\/p>\n

<\/strong> <\/p>\n

The project is a public-private partnership under the consortium of PoortCentral, which consists of BAM, ISS and OMA. The development has transformed the 90,000 m2<\/sup> building, giving it a second life as a modern, state-of-the-art office space.<\/p>\n

The modernised building forms part of a fresh approach for office construction in The Hague, which focuses on maximising efficiency with multifunctional and flexible workspaces. The new Rijnstraat 8 provides capacity for over 6,000 employees.<\/p>\n

The Ministry of Foreign Affairs and the Ministry of Infrastructure & Water Affairs, located in the premises, is located next to the Immigration & Naturalisation Service Headquarters, the Central Organ Care Centre for Asylum Seekers, and the Return & Departure Service. They share the same entrance, facilities, meeting rooms and technology. This contemporary approach ensures the efficient use of space and resources.<\/p>\n

Durability<\/h2>\n

The transformation is based on the Dutch government’s real estate strategy, which aims at giving more market responsibility to the design, construction and financing of government offices in major projects.<\/p>\n

A design, build, finance, maintain, and operate (DBFMO) contract has been signed, which means that BAM is responsible for the continued maintenance and operation of the project \u2013 including the supply of energy \u2013 beyond the initial construction period, until 2042. This type of service provided by BAM enables our partners to reap the benefits of working with a single supplier who can deliver a fully-integrated solution.<\/p>\n

Various sustainability measures, such as the installation of triple glazed windows in the atrium, and the use of heat & cold storage, solar panels, and LED lighting has resulted in a low energy performance coefficient of 0.44. During the renovation, the use of new materials has been minimised and 99.7% of the demolition material was reused.<\/p>\n

Design<\/h2>\n

The transformation has achieved a good balance between maintaining the strong architectural and durability concepts from Jan Hoogstad’s original design in 1993. By replacing the original dense fa\u00e7ade with a glass fa\u00e7ade, the connection to the outdoor environment has been greatly improved.<\/p>\n

Parties Involved<\/h2>\n

The design of OMA was established in collaboration with Ector Hoogstad Architects, Wessel de Jonge Architects, DGMR, ARUP, BAM Consulting & Engineering, Level Acoustics, and Valstar Simonis. The Special Purpose Company (SPC) for this project is BAM PPP PGGM Infrastructure Co\u00f6peratie U.A., funded by Rabobank and Allianz Global Investors. The consortium for the design and implementation phase was led by BAM Bouw en Techniek. The 25-year maintenance and operation contract will be carried out by BAM FM and ISS Facility Services.<\/p>\n
